Swords and Plowshares

Peace can only be achieved if people are both safe and secure and have the basic goods and services that are essential for a decent life. In the symbolic language of my title, we need both swords and plowshares. The United States should take the lead in developing a form of society that can serve as a model for the world. Because of excessive militarism on the part of the U.S., that is not now the case. I propose the adoption of mandatory national service for all U.S. citizens. Two years of such service would be required, normally beginning at age 18 or after completion of secondary school. Individuals should be allowed to choose the form of service from a set of broad categories all of which contribute to the security and welfare of the U.S. society. In addition to military service, citizens could choose areas such as medical service, public works, public safety, education, environmental service, and others that are essential or beneficial for the common good.
